Transfer the cauliflower to a food processor and pulse until completely broken down. It should be processed until it looks like pieces of rice.
In a non-stick frying pan over medium heat, add water, processed cauliflower, chopped broccoli, garlic, and soy sauce. Mix thoroughly and cook for 3-5 minutes.
Place in a separate non-stick frying pan over medium heat.
Cook the shrimp with a little bit of water until nicely pink and cooked. Season with salt and garlic powder.
